This gets the "make check" target running as before. All the output is
dropped into "tests.log" at the top level.

I do see that svn-test2.sh is generating errors (although it doesn't fit in
with the test system, so it doesn't call it out; gotta manually read thru
the output). The errors probably need to be corrected. The output stuff is
presumably why we have the new test framework that Ben is working on.

Next up is getting the doc build target(s) to work. Then we should be back
to normal.
