The desired behavior is very simple, actually: we want the mailing
list software to not touch the "Reply-to:" field in posts to
dev@subversion.tigris.org.

If the sender set a "Reply-to:", it remains unmodified; if the sender
did not set a "Reply-to:", no "Reply-to:" gets added. That's it in a
nutshell.
