Hmmm, turns out I can't do "cvs admin" anymore either:

There doesn't seem to be an advertised contact point for issues with
Tigris itself (as opposed to issues with Subversion). The help pages
seem to be about project access, not meta-help about Tigris itself.
Probably it's just an oversight and we can put up some issue contact
info there asap; in the meantime I've CC'd this to Michael Salmon, who
hopefully can point us the right way.
