what is Ben doing?

Ben found the double prop-timestamp bug, and as you can see by the
commit, it's a tiny part of a much larger change that needs to happen.

Tomorrow:

  - write new prop-set function (and SVN area) *just* for setting
    wc-props. We don't want them mingling with the regular user
    props, because they don't act like normal props.

       - give this function to gstein's ra_dav routines

       - make the update editor (for now) filter out any incoming
         props that start with "svn:wc:", and place them in the
         special SVN/ area.

  - finish the python test suite stuff.
