How contribute win32 patches?

Hi,

I have done some patches for the win32 build. Mostly added projekt files but
also some minor code changes. How can I contribute these to the subversion
project?

Also some short intstruction on howto test the builds would be apreciated.
Some test are obvious but others... I haven't read the documentation that
well yet though!

Please be patient with me since I'm a fresh "Open Source" code provider.
Some particular questions I have in mind are:
* Shall cvs diff be used?
*Shall one patch per file be send to subversion project or shall it be one
big bundle?
* Shall patches to Neon be send through subversion project or directly to
Neon project?
