reporter vtable

As I sit here writing vtable routines in ra_local for the "update
reporter", I'm realizing I have no need to distinguish between
set_directory() and set_file(). All I'm doing is calling
svn_fs_copy() to make my transaction mirror the working copy.

I'd love to merge them into plain old set_path(). Is there some
reason that ra_dav might need to distinguish the calls?
