I don't think _people_ will use them. But people do want to be able
to build systems on top of their version control system; properties
are supposed to be a hook for those applications.

So I think the CL interface to properties is not too important.
Anything that becomes everyday usage should probably get its own
command, anyway; setting properties is a clumsy user interface.
