I think you've hit the heart of the issue: would it ever be acceptable
to build a "network-only" client?

My first instinct is "no"... because that's not like the cvs client.
But I'm open to hearing other opinions.

(Irk, though: just imagine some cvs user downloading svn source for
the first time, and discovering that their freshly-compiled binary is
somehow feature-deficient.)
