I think you're right, that's the way to go. *Can* deal with copy
nodes if we put them in now, but would prefer not to.

Adding them later will not result in the undoing of any significant
work, so it would be best to get the basics working and then add the
non-basic stuff. (I'm making assumptions about what is "basic" and
what's not, but I think we all agree that a large subset of repository
functionality can happen without copy nodes.)
