[Q] branching in the FS?

Will we support a checkin against anything but the HEAD? e.g. creation of a
branch rooted from that non-HEAD revision?

IMO, we say "nope. must be the HEAD. you are free to COPY that specific
revision to elsewhere, then begin your work."

Does that sound right?x
