Yeah, that makes sense to me too.

In other words, for Subversion-specific properties, we're justified in
choosing a particular unique prefix (could be a URI, or whatever --
just some unique pattern), to make collisions unlikely.

But prepending a different unique prefix to everyone else's props has
no useful effect; you might as well prefix the empty string and be
done with it. Unless disallowing users from ever affecting the
SVN-specific props is considered good (I don't think it is, though:
you want to make such properties recognizable, but not totally
inaccessible).
