I think I know what's going on.
apr_file_open(), and apr_dupfile() are conspiring together to create a
situation where the handles aren't inheritable.

I'm going to test the code I just pounded out later tonight.

I think I know how to do it, but Win32 is finicky and I just /know/ i'd
spend two days trying to understand what's going on. I'm up to my
eyebrows in the filesystem right now, so I'd rather not start fighting
that code. :-(
