I'd *love* not to have those licenses weighing down the top of every
file; and the cost of someone accidentally not following the license
is not very high (just recognition foregone, and that only for a file
or two).

Unless anyone objects, I'll make every file refer to the COPYING file
and to a URL. That should be sufficient.
