online docs updated

I've updated the docs on

   http://subversion.tigris.org/project_docs.html

Ideally, this would be automated, but that turns out to involve a lot
of software upgrades on the server side which I don't want get into
right now (who knows what else might break).

Since the docs don't change all that often right now, I'll just keep
them up-to-date by hand. Please beat me with a stick if you see them
lagging. Later, if/when they do change more frequently, I'll make
sure this gets automated.
