Well, the good news is, I believe I fixed the problem.

The bad news is, all the base64-encoded svn diffs in our test XML
files are now wrong, breaking "make check" much worse than it was
before, and it would take me too long to fix them tonight.

So, I'll fix them tomorrow, or someone can use
libsvn_delta/tests/svndiff-test to generate new diffs. (Hand it two
files, it spits out a base64-encoded svndiff.)
