You may have missed the note at the top of

   http://subversion.tigris.org/project_docs.html

It says

   NOTE: the design document is now quite out-of-date with respect to
   the code; we're going to revamp it once the code is stabilized, but
   until then it's just stale. For now you should read the design doc
   only for an overview of the project. Anything you see in the source
   code (especially header files) definitely supersedes the design
   doc.

So clearly, there is code. :-)

This section is accurate, and clearly indicates that there is running
code.
