Everything always happens on this list.

(Actually, Brian and Lefty have corresponded with me a bit about it,
to avoid asking basic questions on the list, but now that's done).

There isn't much w.r.t. a spec right now. There's been some
discussion (http://subversion.tigris.org/subversion-dev/ is the
archive), but nothing non-tentative has been proposed as far as I'm
aware. If you know the command-line options to CVS well, and you know
what features Subversion provides, you're ready to go.

I just committed a big chunk of text to subversion/client/README, that
might be a good place to start.
