For now, hierarchical. The DTD that Branko posted is accurate as far
as I know, for both generation and parsing. (Some of the samples
contain directory entry deltas, which have been scrapped; assume that
a prop-delta element has to come inside a file or dir element.)

In the long run, there seems to be some tension between the
requirements of a hierarchical output format and the desire for more
flexible editor usage. I have no real position on this issue (when I
was pushing for non-hierarchical XML, it was mainly because I thought
most of the other developers were favoring flexible editor usage).
