Er, you can produce real text deltas and you can apply them, but we
haven't actually written svn_txdelta_to_vcdiff() or the reverse yet,
and there isn't even a stub routine to produce vcdiff data. So Bob
may still need to generate degenerate vcdiffs if he wants to be able
to test right away.

(Branko, have you made progress on either of these yet? If not, I'd
like to steal the svn_txdelta_to_vcdiff() direction.)
