Probably the fact that it was invoked from _above_ the subversion
tree, rather than in it. (Not defending CVS -- oh no, far from it! --
just explaining).

Bruce, APR comes from a different repository. This may sometimes
confuse CVS, but should be easy to work around most of the time.
