Guess you didn't read my email on the topic... :-)

Take a look at what I did in svn-apache.m4 and subversion/Makefile.am. If
the Apache headers cannot be located, then we simply skip building
mod_dav_svn. The same kind of thing should be possible for libsvn_fs.
