Much decided, not yet documented though. To answer your specifics:

 - log messages are properties of versions themselves (which live in
   the history array)

 - ACLs are properties of filesystem nodes, but *aren't* versioned
   properties. The term we use for these are "non-historical"
   properties. The filesystem knows all about them, right, Jim? :)
