I think that's right. Expat tokenizes syntactically valid XML for us,
but doesn't validate.

I doubt we need a formal DTD anytime soon, just an informal
description of the syntax. Ben can probably do it most quickly, since
he's been writing the code that parses the XML; Ben, let's make time
for it on Monday, we'll just check it in somewhere under
libsvn_delta. (Yes, I'm keeping track of all these things we say
we're going to do "on Monday", we'll have enough time. :-) ).
