No operational model is being broken.

If you ran CVS with ":fork:" prepended to every repos root, would you
notice the difference? (That gets you completely host-local
invocations, but using the client/server protocol, instead of one
executable directly accessing both repos and working copy).

The fact that Subversion will always be a client contacting a server
does not prevent you from using it purely locally, even without root
access if need be.
