Section 2.8, Prolog and Document Type Declaration

    "XML documents may, and should, begin with an XML declaration which
    specifies the version of XML being used."

Where "XML declaration" corresponds to the line I mentioned above. A "valid"
XML document also requires a DTD declaration, but I think they're bogus so I
didn't recommend that :-)
