This is a *very* long story.

CollabNet has modified the stock log_accum script in several ways.
Until recently, the CollabNet log_accum script sent out a message for
each directory involved in the commit (this may be true for stock
log_accum too, I'm not sure).

Recently, we fixed CollabNet's log_accum to treat each commit as a
single entity; this solved the multiple-dirs problem as well as some
other problems (it used to mix up simultaneous commits from different
users, but no longer does that).

However, subversion.tigris.org is running a very old release of the
Tigris software and the new log_accum does not work there. So,
ironically, *.tigris.org has not gotten the upgrade. Someday
tigris.org's entire Tigris upgraded, at which point the log_accum will
work there too, as it (presumably) does on netbeans.org and other
sites running more recent Tigris instantiations.
