There are some things you simply can't do in CVS, i.e., change
the repository root in an existing working copy. You can check
out a new WC from the new server, but for large trees that can
be expensive.

OTOH, providing a public API for anything a user might want to
do is a lot of work, if not impossible. Hmmm. Seems to me we should
be thinking about adding scripting support to the client, too,
not just the server.

Maybe we should actively discourage it, for instance by
compressing the metadata. Or changing the format with every
release :-b
