progress of Subversion autoconfiscation

Getting a project autoconfiscated is really important; it makes it
easier for others to work with.

Subversion is almost there. The top level uses autoconf, and
subversion/libsvn_string/* does too. Over the next few days we'll be
putting the rest of the tree under automake/autoconf as well; it's a
high priority. (Anyone who wants to help please jump up and light a
sparkler or something.)
