Subversion design document up

Okay, answers to a lot of questions can now be found at:

Programmers looking for design and API descriptions, this is the place.

We're going to start coding now. It would of course be silly to ask
for volunteers before we have running code or even header files :-),
but if anyone has comments/thoughts on the design so far, please post.

We're aiming for a September 1st "Hello, World" release, supporting
import, checkout, and add. That release won't be of interest to
anyone but hackers, but a real 1.0 should follow before long.
