I'm not aware of any such documentation. I suspect it would be
out-of-date if it did exist.

I didn't even mention svn_nls_init(). That is documented as being "for
the bindings" but also mentions svn_cmdline_init(). A server probably
doesn't call svn_cmdline_init() so perhaps should call svn_nls_init().

Correct, I should have limited that to the Subversion functions.
