Bug when creating svn internal links

I had a folder /trunk/example/examples1/libraryXI copied it to /trunk/libraries/and then created an external svn link in examples1 to  /trunk/libraries/libraryX
since then I got errors on each update
External failed: ...
Error .... is already locked via ...I tried to remove the link, but libraryX stayed in examples1.Even with --force it was not possible to commit a deletion of the folder examples1/libraryXand the error message came still on each update.
To solve that issue I had to dump and reload the repository.I did this procedure many times before and it worked when I deleted examples1/libraryX
before creating the link.

OS: windows 7Version: 1.8.5x64
