Say that you are logged in as Markus (instead of markus), if some authz
rules refer to Markus and others refer to markus, or some rules refer to *
and others to markus, only the rules refering to markus would 'fail'. If
tthis is not the case force-username-case isn't going to help you and you
have another problem.
