1.4 is very out of date. That's probably why you can't find the release notes.

You strongly should consider upgrading to 1.6.latest.

When going from 1.4.x to 1.4.y there is no change to the repository format. So, just put in the new binary and away you go.

If you do go up to 1.5 or 1.6 then you can either do a dump / load sequence (usually recommended) or you can run svnadmin upgrade.
