http://subversion.apache.org/contributing.html - Scroll down to
"Contributing source" and read everything, plus everything linked
there. You probably need to submit a patch against the current trunk,
or at least a more current release than April 2010.

That said, if the Subversion "core" folks don't feel that it's a
feature that Subversion ought to have, you'll be maintaining your own
fork for a while.
