That looks like a bug. I can reproduce it.
In my example, I set svn:keywords on the branch and on the trunk in two
separate steps. In your example, a file having svn:keywords set on it is
copied, and the copy does not expand keywords correctly.
Looks like keywords aren't correctly expanded in copies.

Could you file an issue? If not, I'll file one.
Please include your example below in the issue if you file it.
