Going by that error message I'd assume that the folder

> svn+ssh://deploy@www.getlookout.com/var/www/apps/lookout/repos/tags/

simply doesn't exist yet - if so, you might want to point your TSVN repo
browser at

> svn+ssh://deploy@www.getlookout.com/var/www/apps/lookout/repos/

then right click in the right hand pane and choose "Create folder..." to
create your missing "tags" folder since SVN won't create it automatically.
