Setting access log level

We are using Cruise Control for continuous integration with subversion 1.6.3. Our corporate division has not approved an upgrade to a later version so that is not an option. We are running on Windows server using Apache. The httpd process is growing dramatically. It has been suggested that I reduce the logging level of the access log and that may help. How can I change the logging level to only log access failures? I am currently bouncing Apache three times per day because it gets to 1.6Gig in 8 hours. This is even during the night when only the continuous integration is accessing the repository.
