Have you changed the location (url) of the repository due to the upgrade (i.e. changed the Location in Apache config)? In that case your working copies should be made aware of this, by executing an "svn switch --relocate".

Other than that, I maybe verify if the problem is caused by proxy settings (or lack thereof).
