SVN database is a lot bigger than PVCS database

A workmate of mine has done a migration of our PVCS to SVN. He used the svn-importer-1.1-M8.zip to do it and chose VisualSVN Server

In PVCS, our projects database took up about 4.7GB. But SVN database now takes up more than 25GB of disk space!

What's the cause of such "explosion"?

Is that because of the import tool? Or because of VisualSVN? If I understand it correctly, VisualSVN isn't a product of Tigris. What is the "official" SVN server made by Tigris and runs in Windows? Do you think if the "official" SVN server would use less disk space?
