The SlikSVN download page explicitly says it does not include any bindings.

The CollabNet Subversion package includes bindings and ViewVC and
configures it. You need to have ActiveState Python 2.5 installed
though, as that is what the bindings were built against.

The tigris downloads also provide Python bindings.
