what's the current situation with immutable tags?

last i recall, one solution was a python-based pre-commit hook,
another was perms-based. what's the cleanest and easiest way these
days?

p.s. i briefly saw a solution that involved setting up perms as to
*who* was allowed to modify tags, but that disturbs me since i don't
think *anyone* should be allowed. but maybe i'm misunderstanding what
i was reading.
