All Subversion binaries are provided by volunteers. It looks [1] like
nobody has yet volunteered a Windows binary of Subversion 1.6.x for
Apache 2.0.x. I'm not sure why.

Perhaps you can upgrade to Apache 2.2.x. Then you could use the
Windows binaries that do exist.
