WC missing a directory but says it's up to date

I had a situation recently where I copied a WC from one computer to
another. On the target machine, one directory of the WC was incomplete,
so I deleted it and did SVN update. The WC said it was up to date and
didn't restore the missing directory. How can this happen?

I have since deleted the entire WC on the target machine and am checking
out a new WC instead, so the situation no longer exists to troubleshoot,
  unfortunately.
