Aside from what you can easily get from such a web search, CollabNet has an in-house product for this. If you utilize their services, they can help you do the conversion.

Note that you may want to have a pristine svn repository that looks svn-like instead of VSS-like, and just keep the VSS-converted repository around for reference purposes.
