What's wrong? Please care reading a little about the response people
offer to you. The answer you're referring to is a windows-only answer.
Cygwin is a port of essential UNIX services to windows. To serve your
repository via ssh you'll need to set up a SSH server on your windows
box first and continue from there on. As Cygwin in general uses a
pretty much the linux configuration file syntax you should be able to
make do with any description that fits for linux.

good luck
