Slow image export

I'm serving multiple repositories using Subversion over HTTP on a
Windows 2003 box.

Most of the repositories are doing great.

I have one though with about 400 files in it (< 30 revisions). Whenever
a user does an export of the project, svn.exe appears to be frozen when
it reaches a .ICO or .BMP file. If the user waits long enough, the file
will eventually get exported, but the delay is really slowing down
development. (We export the latest revision and the one before it as
part of code reviews).

The slow down isn't always on the same file.

I've already dumped and reloaded the repository with no affect.

There are no errors logged on the client or server.
