svn+ssx protocol

Hi All,
         I am using the svn+ssx protocol to connect to my subversion repository which is at a different site. I am using the following command in my $HOME/.subversion/config file in the [tunnels] section to create a ssh tunnel

ssx = /usr/bin/ssh -p 1215

But the port 1215 on the remote machine, which is at the different site has not been enabled. so i am getting the connection refused error

When i talk to IT in my company about this, they ask me to use the ssh port forwarding mechanism for this

So can anybody please tell me, if the ssh port forwarding mechanism will work in this situation and if yes, what should i do ?
