Importing a tree

Before someone says RTFM, I've spent a couple of days trying to answer this.

I am using programs and web pages to create a tree of nagios
configuration files. Parts of the tree may already exist, individual
files may or may not exist.

An import at the first branch doesn't always work. If everything is
new, it works fine. If not, I get an error.

Using subversion from the command line (or popen in php), how do I make
this work every time?
