Problem About command line's operation

Hi,

I have downloaded SVN(version 1.4.3.)'s packages
>from http://www.sunfreeware.com/ .
and installed these to the Solaris9(SPARC) machine.
After that,
I also have installed the TortoiseSVN to my PC.

Via the TortoiseSVN, I can deal(check in and check out) with
Chinese characters(and Everything goes well),
but I can't do when I operate by CUI on the Solaris9 machine.
(maybe my solaris machine's locale is not ja_JP.UTF-8 but ja_JP.
PCK)
I want to deal with SVN by both clients( via apache and via UNIX
 command line).
Could I fix this problem?
