Several groups forked SourceForge when they closed the source. One of the prominent ones is gForce (gForge.org).

SourceForge used to be free. Now they charge for
it.

Collabnet Enterprise Edition also used to be free. I’m not
sure if it still is, but you can’t even download it to try it out. http://www.open.collab.net/products/cee/
 
They are worth looking into. I downloaded SourceForge last year and
test drove it. I was impressed.
